Skilled & Unskilled Workers

The Embassy of India/Consulate in Dubai are concerned with recruitment of Indians with Emigration Check Required (ECR) passports ONLY. Therefore, any Indian citizen gaining employment in the UAE and having an ECR passport has to take an emigration clearance from the Protector of Emigrants in India.

Protector of Emigrants in India will give the emigration clearance based on the attestation given by the Embassy of India/Consulate. The employers of ECR passport holders have to submit certain documents including Specimen Employment Contract indicating the minimum salary, living and working conditions which will be scrutinized by the Embassy/Consulate. Upon satisfying the documents are then attested. Based on the strength of this attestation and along with other documents, the employer or his recruiting agent in India will have to approach the Protector of Emigrants to obtain emigration clearance in respect of individual workers selected for employment in the UAE.

However, people who do not have ECR stamps in their passports are not regulated by this procedure. Similarly, Government of India guidelines does not allow employment of women less than 30 years of age, if they possess the ECR passports. Individual Contracts - by Companies

• Two copies of Employment Contract [one original and one photocopy]

• Copy of Trade Licence and Certificate of Chamber of Commerce.
  
  
• Application for issue of permit.
  
  
• For female employees , the employer will have to deposit an amount of AED. 9200/-[UAE Dirham Nine thousand and two hundred only] with the Embassy as a Security Deposit. This deposit is refundable on termination of the contract subject to conditions being fulfilled.

• Two copies of the Employment Contract [one original and one photocopy]. The original should be attested by the Court, Ministry of Justice and Ministry of Foreign Affairs.
